You buy bottom barrel plates from Linry or Aholdtech in large enough quantities to get best prices, then have them assembled with your label on the cover, then market them as super multi-hit Level IV or whatever - taking advantage of the cheapo ceramic tile array's good multi hit capabilities while ignoring the huge-ass cheat ring on the edges.
Then use fruity language like "tested to NIJ standards by a certified laboratory" or "certified to pass NIJ requirements by X" so you're implying NIJ compliance with the general uninformed public but aren't making a false statement of material fact.
In the event your shit doesn't work, you close shop immediately or threaten whoever exposed you with legal action, then pretend nothing happens and/or restart under a new name.
The vast majority of body armor is never shot, and the only way to know if it really works is to shoot it, that's why this is such a sketchy industry.
