In reality their perpetual failure is due to their own population genetics and the fact that genes for IQ are simply much rare among them than among Europeans or East Asians.

2. epigenetics very unlikely as cause of low black IQ because A) populations suffering more recent and severe environments than American blacks like holocaust survivors had no drop in IQ
