There's more to this story than just "buying Russian oil". Trump also wants India to "open up it's agricultural sector" to American (food) products.
Something like 30% of the Indian population works in the local Agricultural sector. If they did what Trump wants they would have hundreds of millions of unemployed people, as cheap American frankenfoods flooded their markets.
