I mean one of the reasons why the original game is so liked is the stat system being tied to multiple approaches the game offers to you, so you get a lot of replayability. If the skills only change how I dispose of enemies, I see no reason as to why I should replay the game. From what I had seen in the preview, dialogue choices are not tied to any of your skills and seem like the only "change" you can have in between your playthroughs.

You only choose a clan. The skills are shared across everyone but clans get affinities so its easier for a Brujah to level up potence/celerity based ones, as it should. I'm just bummed about not having any physical/mental stats, or any skills that contribute to how you interact with the world aside from combat.
