>Elbrus should lead by a huge margin not being fucking defeated by goatfuckers.
Elbrus, population 0
Grozny, population 20 million (when the Chechens have a shot at getting on the backside of the ruble, every muslim is Chechen patriot)

But this is just a reflection of how many the Chechens can mobilize for voting more than anything else, so just like in normal elections in other words.
The side that can get more of their supporters to actually care and go out an d vote will have the best chance at winning.

Had the choice been between Moscow and Grozny, the outcome would have been different.
But when you pit a rock vs the symbol for the most militant minority against each other the rock will generally lose.
The sane option would have been between different mountain ranges or natural monuments.

So for 500 the choice should be between Elbrus, Manpuner, Lake Baikal or Kunashir Island (the southernmost mountain on the Russian Kuril Islands, only 17km from mainland Japan.. just like Elbrus sits on the border with Georgia and is always a source for immense seething)

I would ofc vote for Kunashir island, only because it would cause seismological levels of Japanese seething.
