Either the department manager would interview you of the owner of the company themselves...HR as we know it today was introduced in the 80s by Boomers trying to downsize and consolidate corporate mergers using often outside firms to do the firings and layoffs so as not to dirty their hands.
Previous to that, only large corporations had what were called, "personnel administration"
And that had little to do with the hiring and firing of employees.
NOW, they claim:
