Honestly the limited weapons are icing, often times the standard gold weapons off a serviceable alternate. Setting up squad Formations makes it easier to share weapons among characters. It kinda depends on the character, whether V0 or V1 is an "ideal" stopping point before you go for their weapon. For nearly all content, V0R0 (no character dupes with a purple weapon or shared gold gun) is sufficient for manually playing maps. The OP has a number of other resources if you want to get into the weeds.
