New bunnies are regular alts that are added to the standard banner shortly after the event ends. So you have the chance to get them all the time
But right now we also have seasonal units which are more limited since you can get them only in summer / Christmas

You can get everything you want by being full f2p in nikke, except skins

Nikke does have a premium currency but it's not used in banners for some reason (well, only one banner and only once per account)

I think they know they have low chances to defeat Behemoth
But they now adopted the NEVER GIVING UP mindset so it doesn't matter if they are defeated. They will stand up again and keep trying
