Without knowing exactly what was knocked out and blown up, that damage may be permanent and represent a real loss of revenue for oil companies as well as the federal budget.
In the best case scenario for Russia, these refineries are out of work temporarily whilst fixes are underway and Chinesium replacements are sourced and installed. So revenue loss is supposed to be temporary whilst adequate air defences are found.

However there's still bad news to come even in this best case scenario:

Doing the maths, that's just shy of $2B per year for all of those long range drones. Ukraine's campaign will likely have cost them that more than that just in August alone. And we've got these to look forward to.
