They really need to be prepared for the economic warfare that is coming.
I think Trump tested the waters earlier this year and shit the bed by the negative reactions of business leaders and the market.
But they do want to kill trade with China. They are just trying to find a way to do so that minimises damage to themselves.
Basically they want China to to remain a sweatshop for cheap components but put "bone crushing" sanctions on Chinese technology and finished higher end products.
