The 19th package of EU sanctions against Russia will be ready in early September, European Commission President Ursula von der Leyen said. She stressed that international borders cannot be changed by force and only Ukraine can decide its future at the negotiating table.

Von der Leyen added that Ukraine should become a "steel porcupine" that no aggressor can overcome, and must have no restrictions on its armed forces.
