I am sure that they were telling them NOT to approach the building and they will be shot if they walk towards the building. That is there job, to keep the terrorists away from the building.

They intentionally walked towards the building and were shot probably warned repeatedly. They wanted to file lawsuits to antagonize them and knowing they are in a sanctuary city,they prob think they will win.

But what happens when they are moved to federal court and it takes jurisdiction and proves them for suspected terrorist activity?
