That chart is compiled because of JP players usage. It's not a theory crafting chart like the other tier lists which people call the meme list. There's been several farming nodes with 1 big hp lancers in a wave, so more people use Iori. And it turns out Ibuki got similar usage, so they got on the same ranking

If data compiled from actual JP players is called being delusional, then you're on par with pic related.
