Personally I don't agree. I think the filter was an excuse for bad design when the team failed at making the regular atmosphere "scary".
It's also why I think the filter-less shots can look off, because the texture brightness had to be ramped up so the filter didn't destroy all of the detail.

RE4 had far better colour correction/greyish filter to help mute the colour palette, rather than smear it all yellowish green
