The problem is unsolvable because when women have a choice, they will always delay and reduce childbirth. Some women know they want kids right away but they're vastly outnumbered by women who aren't sure and would like to spend their youth (read: prime fertility years) doing something else. You can increase the birth rate but only by removing women's choice. They have to be pressed into childbirth earlier and then they'll have more, they'll never voluntarily choose it.

Women like kids and being mothers, but maidens don't know that they would like those things before they do them and the whole procedure seems really scary,

They can't be rationally convinced in the time frame you have to convince them. So you just have to overtly banish them from the labor pool until such time as they've done their first duty, making the next generation, and hope they understand on the back end.

However, there is nothing more anathema to liberal civilization than removing choices from individuals. So we'll continue fucking around with half-measures until we're invaded by someone who doesn't have these brain problems.

Also men need to make more money than women for women to feel good about marrying them, but that's a whole other 2000 characters.
