If I child under the age of 12 kissed me on the lips, I would not assume they were 'initiating' anything sexual. I wouldn't expect it to go there, nor try to lead it there.
If a child over the age of 12 did it, I would try to get it to move in that direction tho, assuming they were taking it there first.
In all scenarios, I would allow the child to take it where they want though. The key here though is that every situation is unique. You can't create a flow chart, nor will you be able to stand in court and say "but your honor, SHE put her hand on my crotch, obviously that means she wanted me to take my dick out and push her head down under the blanket!". Read the room and respect the partner, regardless of age.
