It changes, if I get enough skills from a certain card as sparks then I'll swap it for another one and hope for good inspiration. So for instance I got the skills from the Bakushin card here and now I'm using Sweep Tosho SR.
Also I'm pretty bad at the game so don't take my word for this strategy.
