She finally accepted Red Hood's legacy and started being more open about her desires in chapter 34 or so. That's why she got an SSR upgrade and this is the first event to feature the current story Rapi. All the events up to this point happened in the past (from current story point of view).

She's always carried two cores inside her. She finally accepted Red Hood's legacy and gained full access to both cores to get a permanent powerup and Red Hood vanishing for good. Before this when she accessed the second core it led to RH taking over the body. Image is the current Rapi, this summer event will be the first time this version of her appears in event story, until now events have taken place in the past compared to main story.
