Honestly, probably Vault 21 or the Lucky 38. Not the comfiest locations ingame, but in real life they would probably be the best real estate comfort-wise out there.
If I had to be a cozy wasteland settler, I'd probably live in Novac, and take good care of Old Lady Gibson's doggos if/when she passes.
