It's because Britain is an island with relatively poor farmland, which meant that their country was one of the first to have power shift from the feudal aristocracy to the bourgeoisie / capital with the rise of industrialization and global trade, which gave rise to liberalism, which is basically the economic imperatives of the bourgeoisie (maximizing freedom of economic action and turning everything into a battle of all against all for private profit) transmuted into a moral / philosophical system (I love freedom because muh dignity of man, not because I'm an urban merchant who doesn't want to be constrained in my profit making by mercantilism and feudal privileges lmao!). It's the same reason why the Dutch are so famously liberal, and it coincides with why both are Protestant (with its focus on having an individual relationship with God not being moderated by a Church hierarchy, in contrast to Catholicism)
