because there are only so many companies whose business model is making software. there are many more companies that make money selling products, food, services. and all of those companies need a website to host the hero product, take online orders, portal inpatients, and so on. these businesses are majority run by people who majored in business, marketing, human resources, other specializations, and they don't know how to maintain a website nor do they want to. even using stuff like shopify as a storefront requires paying webdevs for addons, needing a webdev to maintain the site and update it, etc etc.
