They're actually not, all of the KH stuff, including the FF-inspired original stuff like Radiant Garden, are owned by Disney.

The reason WHY you don't see Disney do much with the KH IP on its own is in large part due to them realizing they can't really pull it off without SE's creative team. The V-Cast game was done without SE's input (it was developed by Superscape, a British studio that specialized in licensed mobile phone games) and it was a load of crap, the TV series never got passed the pre-animatic stage due to Eisner's disapproval, and Fragmented Keys was canceled before it was revealed to the public.

That's not to say they DON'T do anything with the IP on their own, they still license it out for merchandise and they're working on bringing some stuff into the US theme parks.
