You still have to cross the entirety of the enemy lines to get to him, and avoiding his team can be a lot of trouble depending on where he is. A lot of Snipers use the Razorback too which makes it harder to kill him since you have to get two-three shots on him depending on revolver - not really hard, but it's another second or two and prevents chainstabbing him. And of course there's uncloak noises which a lot of 2000 hour Snipers are good at listening for.

Rockets are slow and obvious and you have like three seconds to dodge it.

Yeah, except you're using an uber push to close and kill one dude, and he's running away from you as soon as he sees it.

Really the spy and uber are the only viable options, and the effort and time needed for those are massively disproportionate to the Sniper who will just respawn within 20 seconds anyway.
