Why would Gudao ever allow her into Chaldea? Some servants just don't make sense. Typhon and Oberon, definitely don't belong in Chaldea. I'm sure you can make a point for Merlin & Lady Avalon too, considering they're both self serving narcissists and can't be trusted.
