Naoto has no faith in the police or the justice system and thinks they need to take justice into their own hands regardless of what the system says (chaos), where Rise, Yukiko and Chie are on team "We must leave this to the law, even if we don't think they can deliver justice, because it would be wrong for us to take this into our own hands" (law)
