Based on popularity, most likely. Saki is the 6*, Hatsune and Moots are the 5*s, Umiri is the event welfare, and Nyamu is the login bonus 5*.
I wish Hatsune was also the 6* though since she's the vocalist the we can have Saki as the L2D 6*.
