Her own + team's damage and enemy's HP is also something to factor (since overkill damage doesn't count either), also the cost of having her on the team can be the place of a sustain, other harmony, or synergistic character to pair with your DPS teammate(s).
tl;dr: She'll age decently well but she's still on the weaker end unless you get eidolons and work very hard on her relic quality.
