Nah, not at all. On launch they were way too fucking OP. But I'd say they're in a good spot now, I've even seen them lose to the AI in New England before. Once they give GMAC and SOL content the PF will have an even tougher go of it. The only 2ACW factions i think currently need some balancing tweaking are the UOA and ACG. UOA could use some nerfs and the ACG could use some buffs, I almost never see them win the 2ACW.
