Honestly the way to take down the WG is by having a dude like Crocodile and Doflamingo in the crew. Rocks is strong but he clearly needed to attack people non stop to generate money and resources. Crocodile/Doffy are great when it comes to that

To be honest in any realistic scenario the Kurozumis would be genocided. They first started by trying to kill the heads of the other families to gain power and then later worked with a foreign invader to subjugate and starve the nation for decades. You can play the "but not le heckin all of em" meme all you want but a clan like this would actually be genocided, if not by the state imagine being a wano civilian and getting your hand on a kurozumi after the whole Kaido ordeal. Full on pogroms would be the only realistic outcome
