make sure shoulder straps are adjusted so the plates sit at the same level front and back, front should be up to your collarbone, then cummerbund should hold it in place, if it's still popping up, suck in your gut

plenty of people do, but a multitool or smaller fixed blade is better than a big combat knife just so the knife doesnt snag on your sling or get in the way of more useful things
