OP is right cooldowns are not fun.
Reloading is better than cooldowns because you get more control over when you can or can't use something plus they actually have feedback for how long it will last. Cooldowns are also a lazy attempt at balance which just fundamentally ruins your skill expression.

>'Dont worry, just add a 10 second cooldown, don't worry about the fact that now everyone will be wondering if he is or isn't in the 10 second cooldown every encounter.'
