Russia is a fairly centralized, autocratic state, in a similar manner it as been for almost a thousand years. This is only a bad thing according to the western, neoliberal view that that's the perfect form of government, and that it ought to be exported to all peoples of the world, even by force. In reality, every country is unique, with it's own culture, geography, ethinc composition, etc, and whatever form of government is shaped by those factors that fits better for any given country. It's why from the Russian empire, to the USSR, to the Russian Federation, despite their organizational differences, those characteristics remain the same, and as such, that's the sort of government the Russian state gravitates towards. Its why from 1000BC to today the Chinese state is still very centralized and bureaucratic. But it's also why Afghanistan isn't suitable to western democracy and as soon as the Americans were gone, they went back to living much as they were before.
When you try to impose a form of government to a country whose caracteristics aren't fit for it, one of two things happens: either the government collapses and is replaced by a more fitting form of government, something that is propped up by that countries fundamental characteristics instead of opposing them, or it mutates into something else so it can survive. This is even true of the Latin American countries, where due to their colonial past, where being born in wealth or being a hidalgo/fidalgo (literally "son of something" matters as it always has mattered here to this day. The fact that our civilian societies place such emphasis on favors, loopholes and ways of sidelining and sidestepping rules reflects on our governments, so most leaders are at least somewhat corrupt.
