But if you want a TLDW: There's been a system in the game since the beginning that never worked that randomized the amount of applications it took for an enemy to be affected by a status effect (Fire, Gas, Stagger, Stun, etc).
But since the system was broken, all effects were guaranteed to happen when the minimum threshold was reached. Example: (These numbers are not accurate and are simply for explanation- I ain't looking that shit up)
One Pummeler shot does 3 stagger damage. A warrior has a minimum stagger value of 2, so with the broken system, one shot would always stagger a warrior. However the Warrior has a Maximum stagger value of 4, and with the system fixed, it takes two shots before the the stagger is *Guaranteed*. It can still happen in one, since you're still hitting the minimum value, but it can now also take two. So half of the time now, you won't stagger in the first shot, effectively nerfing the stun potential overall thanks to averages and all that shit.
This affects all status and their applicators, in some cases it not really impactful, but in others it really can be. And they never told us this system was fixed, they just let everything feel worse without any explanation, hoping we wouldn't notice like all of their shadow nerfs.
