These files are still important even if they aren't video game ROMs. If you look at some PSP ROM set(s) and other ROM sets, then you'll see video game manuals for many of the games. An example is

Cyrillic text homoglyphs are replaced with the ASCII version, so A->A, o->o, etc. What about for Cyrillic-only characters like "нтлгияФГУ"? Those should remain unchanged.
