No. Devs are actually that lazy and stupid. UE5 has an optimization problem, but it's nowhere near what modern UE5 titles would lead you to believe.

Pic related is showing 6.9M tris being drawn at 82FPS in UE5 on a GTX 1070, in a dev build of the game which bloats the RHIT with a bunch of stat capture hooks. There are engine-level optimization issues here but "needing DLSS on a 5090 to hit 60 FPS" is not an acceptable state for a cel shaded game made in UE5 to be in.
