It depends on the production pipeline, if they make constant improvements on the tooling and get good with them it should be easy, only needing a team focused on the design.
And it's not about being empty or full, septimont wouldn't be more expensive if they just put random chests everywhere like jinzhou, the way the maps are focused on "realism" and aiding the main story, instead of a playground with dumb puzzles that no one inside the world bothered to engage with, and streamlined hot spots of activity, is simply a design choice.
