You can contact them, maybe, but mostly they just contact "Starseeds" (an alien that joined a government program, to have their soul extracted, out of their body, and put into an Earthling body, so that they are an Earthling, and also not an Earthling.
It is called "the envoy program" where each Starseed is an Envoy to be the contact point, go between, for Earth and for our Space Alien Allies.
The federal government has signed treaties with Space Aliens, and Earth is in the Probationary Period, before full membership into the GFW.
