We've always needed regime change in Gaza. What isn't clear is how to install a non-terrorist government in Gaza when the overwhelming majority of Palestinians support attacks against civilians, and specifically support the attacks of Oct 7th by a staggering margin.

How do you allow a people to self-govern when they will absolutely vote to become a terrorist nation again, given the chance?

And even if Israel hands power to the less-radicalized Palestinian factions, that's not a huge difference. The factions that enacted pay-to-slay can't be trusted to even try to reign in terrorism.
