It literally is. I've told it before a while back, but in Shadowbringers release, I remember getting 90s all the time. No matter what I did, I couldn't get anything better. I even duplicated the 100s parses down and couldn't get anything better than a 90 percentile.
Once you get into a certain percentile and you keep scoring over and over, just look at your CRIT/DH percent. If they're abysmally low (like I somehow keep getting, despite melding for it), then that's probably why. The meta has been Crit/DH for the past several expansions and it's super boring.
