> It would absolutely be within the show's themes to be setting up the Monatch and 21's close friendship, thinking mystery of the death of 24 has been closed, for it to be a late game reveal by the Monarch that the whole thing was an elaborate, long game vendetta against 21 for killing his best friend by killing HIS best friend, growing close with each other only to make the Monarch's eventual backstab hurt that much more
