Read case law on the matter. Ruth Bader Ginsberg wrote an opinion piece on AoC's in the 70's I believe. She thought it should have been as young as 12. Social norms change. Could someone that young grasp just what they were doing in that sort of context? Probably not. It depends on a lot of factors but not according to the feds in the US. The only thing that matters to them is how much money you have. It's pay to win. If you make enough money and know enough people, you can have all the cunny you want. You can even sacrifice them in Satanic rituals with your pals in D.C. and they'll just let it happen because they're afraid to die and lose their pensions.
