I.e. using its inertial spin momentum in something like an electrical asnychronous induction motor, to create an electromagnetic field which adjusts dust particles, their energy decrease in momentum being added after efficiency losses to the projectile?
I mean, you design the bullet to create an electromagnetical field that uses gravitational acceleration and existing inertial roll axis momentum, to accelerate and eject dust particles such that it accelerates the carrier projectile?
