Break this down for me from a legal prospective.
I agree with killing drug runners.
I agree they don't have to touch you before you kill them.
But I can't figure out from a legal prospective how you blow up a full boat of people who are at worst criminals, not enemies.
More over if they are enemies and are associated with the country of Venezuela than how are we not at war with them over this?
Just looking for clarity.
