It is open 24/7 but the event quests that would normally be tied to a mini-game are tied to the 2nd season of Artifact Recovery (the roguelite mode). You should do at least enough quests to get the Common Key as those will be worth a lot in a future update. They're going to let you use them as an upgrade mat to improve other common keys or something like that.
