Big Mom never set foot in Elbaf after the Selma incident. She likely did not know the political context at the time, and figured Loki was still royalty when encountering him at sea. The whole marriage deal is slowly being revealed as a "guaranteed doomed-to-fail" scenario even if it went through the more you learn about the Elbaf-side. It's got holes but they're consistent with the time frames if you pay close attention.
