Even if he didn't have any territory, Rouge and Ace could have lived on the ship. Whitebeard let Oden take his wife and kids on it. It's not like it'd add any more danger than having Oden, a person who can read poneglyph's, on his ship.

Unironically Ace would probably be way stronger under Whitebeard than under Garp. Garp is a fist user, Roger's bloodline is sword users. It'd make more sense to have him live with his swordsman rival than his fist using rival.
