We're lacking any Voynich Guild characters right now but aren't they the ones running the town as per what we've heard before? The place exists for them, the funny purple seller guy also cautioned about them, etc.
Though it's only going to become apparent once we get a character from their faction, or some later plot includes them as a major player.
