This has nothing to do with a nerf. Check her passive

The resonance effects for Nod-krai characters don't stack. So the moment you add Ineffa to a Lauma team, Lauma only buffs Lunar Bloom. The thing is, the only source of Lunar Bloom is via her skill nuke unless Lauma is C6. That's why you shouldn't use her with Ineffa, Aino or Chud. Also why I think Nefer is probably a Lunar Bloom dps.
