Lawsuits cost money, especially against corporations as large as VISA/Mastercard who can draw it out to bleed you dry, and ESPECIALLY when you're trying to sue someone who can just cut you out of the financial system. Besides, there's already an ongoing antitrust suit against VISA headed by the DOJ.
