I'm making a Cyberpunk city but where should the workers of the mining pits be living?

I started with the idea of Night City's skyscrapers extending underground into a dormitory undercity and with a huge underground railway network taking them through the deadly industrial zone to work.
But I also like the idea of smaller independent settlements built inside the pits. Even if it doesn't make any sense it looks cool in my head.
